In the third millennium (the age of information storage and competi-tion), developing and preserving knowledge and applying an effective management on knowledge assets are absolute necessities for an or-ganization to hold its dynamics in the environment.
Studies show that even in the developed countries a relatively limited number of studies have been carried out on knowledge management and knowledge transfer in state sector.
This research seeks to study the relationship between organizational factors and knowledge transfer in state sector. Five main independent variables are: 1. Organizational culture, 2. Organizational structure, 3. Technology, 4. Human resources, and 5. Political guidelines.
In a research in 2006, the ministry of industries and mines was se-lected as the statistical population and these variables were assessed by Spearman test for knowledge assets and explicit and implicit know-ledge transfer.
Results showed that there is a significant relation between some va-riables and creating knowledge assets and knowledge transfer, there-fore, organizations, particularly state ones, should pay special attention to these variables for managing knowledge. Some of these factors show an important connection in employing knowledge management strategy in state organizations. These factors must be considered while other factors which do not show any special relation must not be neg-lected completely these unrelated factors may be important for other organizations.
