It seems that public organizations due to hierarchical structure, abundance of laws and procedures, approved budget, lack of venture capital, and ineffective rewards have no suitable context for presenting creative idea and implanting innovation.
In this article we designed a model for institutionalizing innovation in the public sector with considering internal and external factors. So in the present research, in addition to recognizing effective factors on innovation, the priority is defined and with respect to our governmental system a basic model is rendered.
