In order to recognize the effective factors of employees' suggestion system in public organizations, a scientific research has been performed in the shape of a doctorate thesis in public management. The effort in this research is to try using a model in which the interference of intervening variables and even previous opinions of the researcher have the last effect on the research's results. As a matter of fact, the exploratory factor analysis method and T test analysis are used in this research. According to this method, the main hypotheses of this research were:
1-The organizational culture is one of effective factors of employee suggestion system. 2- Mutual trust of employee to participation is one of effective factors of employee suggestion system 3-Job security is one of effective factors of employee suggestion system. 4-Decenterelized organizational structure is one of effective factors of employee suggestion system 5-Commitment between managers and employee  is one of effective factors of employee suggestion system. 6-Decision making process employee   is one of effective factors of employee suggestion system.7- Structural factors and environmental factors have significance relation. 8-Clarity of organizational functions is one of effective factors of employee suggestion system.
Then, researcher answers to this question: Do the factors of employees' participation in our country have congruence with these factors in the other countries?The statistical society has established this research using employees of the ministries of Jihad-Agriculture, Health & Medicine Education, and communication & information technology. The reason for choosing these three executive organizations was for their experience in participative management system deployment. The statistical sample of this research was 962 employees from the mentioned ministries. The measurement tool was '7' multiple choice questionnaires. The exploratory factor analysis model and T test analysis were used as an appropriate analysis method. And the method used for variable measurement was the promax rotation method. According to the precedence, recency and share, the effective factors of the employees' participation were I ) cultural predisposition with shared variance of 87.8% II) Employees' job satisfaction with shared variance of 3.654% III) Employees' job stability & security with shared variance of 2.663% V) clarification of the employees' participation role with shared variance of 1.783%. On the other hand, after comparing these factors with those of the other countries and with the results of researches from other researchers, it was determined that these factors in the other countries are also known as the effective factors of employees' suggestion system in  public organizations.
