Management has been described as the proper and suitable use of finan-cial, physical and human resources (HR). Although all of these re-sources are important, theses days, HRs have been specially emphasized. The reason behind this emphasis is that at the moment, paying attention to human resources not only because of their common roles, but also due to their influence on other key factors in organization is increasing more than ever.
Generally, organization management affects the productivity of organization and consequently, the society by planning HR in different methods. One of these methods is the type of HR employment and the main focus of the present paper is on various types of employing from inside and outside an organization. Thus, by stating the problems and opportunities that each of them can create in the organization, a case study in the MOP and MSRT of Iran is carries out. The main hypothesis of research is that: the type of employment affects the productivity of the staff of MOP and MSRT of Iran. Questionnaires and interviews were the instrument of data collection and to analyze the questionnaires, analytical statistics of One-Way variance analysis and the T-student were used. Result showed that the type of employment does affect the productivity of the staffs of both ministries however there is no difference between the productivity of contractual and permanently employed HRs. Of course, the main difference exists between the productivity of these two types and other "temporary" and "permanent employment with high experience records" which may be caused by other fundamental factors. Furthermore, studies indicated that in both ministries, the productivity of individuals with temporary employments other than contractual employment decreased as their service record increased. It was found that in the MOP permanent employees with many years had higher level of productivity while in the MSRT, the higher permanent employees’ service record, the lower their productivity.
