Abstract

A survey of past entrepreneurship models shows that they are supply-oriented and they focus on supply factors for developing entrepreneur-ship. Therefore, in order to develop entrepreneurship, they basically look for and study factors related to supply. In accordance with this approach, the government's role has been stu-died with emphasis on the supply dimension. In addition, the previous studies have surveyed the appropriate government's role to open eco-nomic conditions. The essential changes "as a result of information and digital era" have drastically changed business and entrepreneurship models. These paradigm shifts have changed market and production from supply-oriented to demand-oriented. So it is necessary to revise these changes about the government's role in entrepreneurship models. This survey represents a model for entrepreneurship. This model takes into account three dimensions: government, demand, and supply and according to this model, besides the government's role as a unique customer, it plays three roles in supply and demand dimensions of en-trepreneurship: normative and cognitive role, supportive role, and reg-ulatory role. It is important to focus on government and demand va-riables for developing entrepreneurship.
