Government is facing numerous problems one of them is the lack of coordination in business processes. However, due to the size of the government, complexities and diversifications processes are hard to document, update and improve. This causes serious inefficiencies in managing the organizations which motivates process improvement and re-engineering. The first step to accomplish this goal is process mapping and documentation which are not the major issue in small processes. So far, the process documentation systems are developed successfully for small-scale applications mainly inter-departmental and enterprise. However, new approaches are required for government-level processes with complex relationship and different management systems. This approach should provide a big picture of the government macro-processes, processes hierarchies core and support processes alignment between organizational goals and processes process benchmarking and facilitate organizational assessments. This paper addresses the process mapping challenges and proposes a methodology to manage the problem of the massive business process mapping in the government.
