Citizen satisfaction is widely recognized as one of the most important indicators for evaluating the success of urban management, as its achievement is directly influenced by the quality of urban governance. Although research on good governance has expanded considerably in recent years, most existing studies adopt a static analytical perspective. Consequently, the dynamic assessment of governance dimensions over time and the evaluation of their relative effectiveness at the level of urban management have received limited scholarly attention. Addressing this gap, the present study aims to dynamically measure, compare, and rank the performance of good governance dimensions in the urban management of Bushehr city, with particular emphasis on enhancing citizen satisfaction.To achieve this objective, a systematic review of prior theoretical and empirical studies on good governance was first conducted. Based on the reviewed literature, global good governance indicators were localized and adapted to the context of urban management. As a result, six key dimensions were identified: managerial efficiency and effectiveness, quality of budget formulation, enforcement of urban regulations, management stability, transparency and accountability, and corruption control. Performance data related to Bushehr’s urban management were collected over a four‑year period spanning from 2019 to 2022 (corresponding to 1399–1402 in the Iranian calendar).The collected data were analyzed using the Dynamic Grey Relational Analysis (D‑GRA) method. This approach, grounded in Grey System Theory, enables the dynamic evaluation of multi‑criteria systems under conditions of limited and uncertain information. Through D‑GRA, the degree of dynamic relational proximity between each governance dimension and the desirable governance state was calculated, allowing for both temporal comparison and relative ranking of the dimensions.The findings reveal that managerial efficiency and effectiveness, along with corruption control, exhibit the highest levels of dynamic proximity to the reference (optimal) condition and demonstrate relatively stable performance throughout the study period. These dimensions represent the strongest aspects of governance in Bushehr’s urban management. In contrast, transparency and accountability and the quality of budget formulation show the greatest deviation from the desirable state, indicating persistent structural weaknesses during the examined years.Based on these results, it can be concluded that urban policymaking in Bushehr aimed at improving citizen satisfaction should prioritize strengthening executive effectiveness and institutional discipline in the short term. In the subsequent phase, greater emphasis should be placed on enhancing transparency, reinforcing oversight mechanisms, and developing more effective frameworks for citizen participation to achieve a more balanced and sustainable model of good urban governance.
