This article demonstrates a part of findings of a research that has been developed for designing a public policy making system, based on conception of Alavian truth-oriented justice. According to the first part of this research, a logical system is developed. The system introduces five logical principles and nineteen theorems. These principles and theorems are inferred from Nahjolballagha and were structured in a system that describes the dominant criteria of the truth-oriented policy making system. Referring to the scholars and experts in related fields, the statements were edited and the final logical system was designed based on modified statements. Truth oriented justice doctrines, describe justice as a blend of liberty and equality that is resulted from monotheism and equality of humans in creation. This conception can be flexible due to the fourth principle, that emphasizes the balance of right and duty under different conditions. Also the fifth principle emphasizes the facilitation of Excellency. Therefore, the truth-oriented justice doctrines imply that all people take advantage of full security, relative welfare and awareness of what is going on in their society. A conceptual model of the truth-oriented policy making system based on the dominant criteria of final logical system was designed at three levels: at zero level, the relationships between nation and state, at first level, the relationships among nation and three braches of the state, and at second level, The relationships between nation and subsystems of state branches, were identified. The conceptual model of executive branch was extended into two more levels. At the third level, the relationship between nation and all subsystems of executive branch in political, economical, and cultural arenas, and at fourth level, the relationship between nation and the components of the sub-systems were identified.
